Until that's released, I can say that there are measurements being put in place to allow activities to resume as they once did. The timeline till they resume, I don't know.
Obvious note: if your car is stupid loud, be prepared to make it less stupid loud in order to run at RAC DTEC.

Third runway taking out current venue (unrelated to the noise issue, but since it's a topic...) : the nearest point that 2014 Airport Masterplan estimates put the need for third runway is 2022. And that report was created during 2013, when our economy and mining boom were.. not as they are today.
Another runway will be needed at some point, but that point is not any time soon.
