From what I've been told they just need too be securely fixed(screwed/bolted on) and have the "non-slip" rubber inserts. Full metal pedals are illegal in WA even though the sharper edges provided a better grip due to how they "bite"

Full metal are illegal as when you have wet feet you slip on the metal. Rubber gives you traction in the wet.
As for screwing/bolting on... People need to have a look how the stock GD metal with rubber ones are 'mounted'.

Not sure if you've sorted this out already but Auto 1 sell rubber pedal replacements (i.e. ones that have been cast from the original) for about $4. They fit, they stay on, and you'd never pick the difference. I had to bring my old one in though because they don't have a part number for it.

I have those too. They are just the stock STi pedals.
