Missing boot piece

I am trying to find the name of a piece that seems to be missing from my WRX. I have tried searching but as I have no idea what it is called I have had no luck. Does anyone have an idea what it is called or if it is actually missing?

Its meant to be like that. GC8 is the same.

I don't believe it's a missing piece - mine's the same (GC8), as are some of my mates cars. Numberplate lights shine down from there too.
