I think of it this way for a 24mm adjustable:

Soft: 20mm bar equiv
Medium: 22mm bar equiv
Hard: 24mm bar equiv

Technically, no. No swaybar will 'stop' understeer. A bigger, harder rear sway will help induce oversteer though. Which is what you want.

I used to run a 22mm rear on my MY05 and that thing had the back end stepping out all the time.
