Engineers and Modification Permits
 
Hi Guys,

Just thought that I'd share my current experience with getting my car registered.

I own a MY99 WRX, bought it from NSW and had it shipped back to WA. Whilst i was in Kalbarri a few months ago the country coppers had it in for me and stickered my car, with a full inspection and engineers report check. (the car still had NSW plates and was still registered in NSW)

Took it over the pits and they wouldn't pass, as i had an engineers report for the car but it was NSW, so it was't acceptable over here and the coil over suspension wasn't listed on the report, so they said i need to get one done over here, and have all modifications listed, plus a new exhaust as the one on there was to loud and had holes all the way along the pipe from the car being to low.

So the fun the began, sent off everything to the engineer to try and get a cert. for the car. Only took 3 weeks and the engineer had everything back from the transport dept. and all modifications were approved; except the things i needed to do was, have the car weighed, remove turbo timer, boost controller, provide proof the car is running at 5psi boost, get a 5 gas test done and check all emissions control is in place, brake and stopping test, provide coil over part numbers, exhaust noise to comply with 90db.

At the moment i'm waiting to see the guys at the place where i have to get a 5 gas test done, as they asked what modifications the car has so they can tell me whether it'll pass or not and what i need to change/fix so the car will pass as the test is $750 :eek:.

But once i've got all this done then i will be able to get the mods permits and get the car registered but till then, i'll update with the progress.

As for the mods to the car they are as follows:

Heads Over Hauled With New Valves etc., Machined Block and Heads
Forged Pistons (Friction Coated On Sides and Ceramic Coated On Top)

By the way, I wasn't required to list alot of those mods as it wasn't required on the paperwork.

Sorry for the long winded post, just trying to provide some insight for those who may be going through the same process.

Sorry but why the fuck would it need to run 5 psi?? Stock can be up to 17.5 psi.

You don't need to provide the coil over parts numbers.
Boost controller isn't illegal.

Good luck with the 5 gas test, even a stock my99 won't pass it.

Who's 'engineering' your car??

Yeah i don't know why it needs to run 5psi, and the boost controller is 2 stage electronic and apparently can't be in the cabin :confused: i just got all the paper work back and am yet to speak to him about it, to find out more about why.

Yeah i know the emissions test will be a tough one.

The guy who's engineering my car is in ballajura, forget his name, i'll have a look shortly.

When I had to get mine engineered they gave me a list to chose from, not just any mechanic can do it, pretty sure it's a qualified mechanical or structural engineers job.
I used a guy in Willetton probably 22 months ago & he was great...$400 from memory.

Yeah i had a list to choose from also, this guy was just closer to where i live and apparently he's supposed to be pretty good as a few people i know have also used him. it was about $400 that i payed also.

He's right about the boost controller Rossco, it's illegal to have a method of adjusting boost in the cabin. But, yeah 5psi????? WTF??? Thats rubbish. No way will it pass emissions with aftermarket exhaust and headers though. Probably have to bite the bullet, get your test's done and then ask the engineer in question advice on getting it to pass. As far as I know, any registered workshop with licensed tech's can do inspections in NSW. Soon to be law here hopefully.

It's illegal to have an adjustable air bleed in side the cabin (ie. Turbosmart ), an EBC isn't illegal afaik......... The biggest boost controller is your right foot on the loud pedal.

To the OP: I have a factory version 6 ecu here, if you need to borrow it to pass your emission test please don't hesitate to ask.
