My advice.
Save some coin by buying an RS/GX and then convert it into an STI!

(It is a closely guarded secret in the Subaru community that this is a fool proof way to get the best product, with the least money from your own pocket. PLUS it has the best re-sale value too!)

ps: buy an STI if the funds allow

The price is negligible atm to suggest an STi would be a better buy for the money you're spending.

A extra coin gets a exceptionaly better car. I think the 03/04 STi is the best one to date.

As most people have suggested above hold out for an sti, it's going to be as quick as you need it to be if you were contemplating a wrx. And as the car market is flogged out atm you can pick up sti's similar year and km's as some wrx's. (when people get desperate)

For e.g i picked my 05 sti up for under 20k with 125000 on the dash, although the car wasnt in perfect condition its still going to be cheaper spending 4k getting it up to scratch, as a pose to buying a 20k wrx and spending 15k+ trying to make it an sti.

Much cheaper in the long run going for the sti, and I picked up my 2004 sti, pretty much bone stock with 130,000 on the clock for 19,700 about 5 months ago. That one you linked ^^ looks good and clean all round, give it a test drive!! And definitely lowball him 20K haha

buy GX and wait for a crashed S203/4 to pop up? Then transfer parts to have a genuine S series monster.
