Adjusting The Handbrake

I have a 2002 N/A Impreza and whenever i stop the car and put the handbrake on the car still rolls back a little and then stops. Even on the slightest of angles. I was just curious if anyone has the same problem and can you tighten up the handbrake line.

I have already adjusted the little nuts next to the handbrake itself inside the car which adjust the hight you can pull the leaver however this had no effect and the car still rolls.

Only correct way to adjust the handbrake (not for cable adjustment but for shoe adjustment) is take off the rear caliper/disc and adjust up the shoes inside the disc. I also think there is a adjusting hole too but cant remember
