Default Timing belt cover bolts

Im trying to get the covers off to inspect timing belt
but cant undo the bolts
looks like the captured nuts are spinning inside the rear part of the cover
anybody had this problem and found a remedy ?
tried clamping the housing with a vice grip plier over the nut but still spins

Yeah after we get it out - thats fine
but the nuts spinning inside the cover and the bolts cant be removed
