Collapsing fuel evaporation lines?

I was searching for info on fuel evaporation lines as there are a few hoses going nowhere in my engine bay and I've narrowed one of them down to be an evaporation line when I came across this:

Anyone know what the story is with this mod and is it something we should all race out and do or is it just total wank?
