Default Oil residue all over TGV, intake manifold etc

Was re-doing my fuel lines so I took off the intake manifold and there is a fairly decent coating of oil all over the manifold, TGV's and intake ports on the head. There is nothing on the throttle body side and on inspection appears to be coming from the PCV.

Could this be caused by a stuck PCV, and could I just block off the PVC altogether as it's just for emissions isn't it?

The PCV looks to be threaded into the bottom of the manifold as the black plastic T-piece coming up from the crankcase is exactly that, just a straight through T-piece. I thought the PCV was in the T-piece on AVCS models??

It's supposed to be in the rubber sleeve under the plastic fitting.
