You can NOT be stickered for stock wing, stock scoop, and stock anything else on the car, full stop!!! And if your BOV is fully plumb back, that shouldn't be an issue either!

As long as everything on your car is legal, you don't have to kowtow to inspectors, they are accountable for their actions just as much as anyone else in the public service. If I scored a sticker for a stock item, I'd be making a big noise to their boss, and their bosses' boss etc until the issue was resolved.

You can make all the noise you want. All they need is to think that you have illegal notifications and they can sticker you. My friend got a yellow for tinted tail lights on his VR6, even though thats how they come out of the factory

I was once stickered for a pod filter and "racing pedals", guys at the pits laughed and sent me on through. The inspectors at Warwick seemed like a fair bunch both times I had to go there.
