Default unknown part fuse looking kind of thing

hey all I have just picked up a 97 wrx gc8 anyway there was a clicking noise coming from under the drivers side kick panel which I have now found out this is what makes the noise it was just hanging under the dash I have no idea what it is if its meant to be connected to anything or if its just stuffed because everytime it clicks my lights flicker

Looks like a solenoid.
Is there a hole on the side where a nipple for a vacuum line once was?

Looks to me to be a ceramic resistor for something, is it an auto?

Don't think its a fuse or a resistor. Both of these need to connected electrically at both ends to work, this photo doesn't show this

If you do a google search for Subaru and 7Y09 it comes up with numerous references to a solenoid.

It seems like it is item 13 in the following diagram

Except that that pic is for a 2.5L turbo....... which a 97 Wrx doesn't have.

P.s It's a power window relay or the current limiter for the windows

Do you have a stuck window switch or one that got wet?
