Default Rusty fuel tank/line?

Hello All

I was having some severe fuel cut issues with my 98 WRX. After checking for codes and the MAF, I decided to change my fuel filter. When I had the filter out, I collected a little fuel sample and I was pretty shocked with what I got.

I am now convinced the reason for my engine cutting out during boost is because of clogged fuel line and/or damaged fuel pump. I did put in a new fuel filter but I would really like to get this sorted before I kill my engine.

Is this a common occurrence? Do you think it is the fuel tank or the fuel lines that is rusty or both?
