I'm calling BS, even in America I doubt they'd have a 3-phase electric fence - surely its a bit dangerous and open to all kind of lawsuits.

I actually saw this picture quite a while ago (a few years) it had nothing to do with pissing on a fence, although, I cant remember exactly what it was, but it wasnt pissing on a fence, I do remember that much. Do a search for it, Ill bet you'll come up with 'urban legend'
