Default Help computer nerds with resizing an image

Hi guys...damm I cannot find the answer so before I give up I thought someone here would know.
I want to resize some images -- not just make the images smaller in KB...but also smaller in viewing size when it opens the image it will be smaller than the original image... I use ifranview as my picture editor

Currently if I have the image open in ifranview , I save as and select a lower save quality...this reduces the kb size and quality of the image but it does not reduce the viewing size... Also if I try resize, it doesnt seem to do anything..

How can I make a large viewing size image in to a smaller viewing size image???
