Unlicensed cars, cars sitting 10mm off the ground, 5 grade tint etc, whilst the car may "look" cool, is just asking for it going on a public cruise. Remember most of the public does not like the 'hoons' cruising the streets.

I think the bit you missed was for their class. Many will have b-reg or temporary permits to run Targa.

Im guessing if Police were worried about winning friends they wouldn't be capable of doing their job. Imagine trying to someone best friend as you arrest them for bashing their wife........
On the permit and "illegal" vehicles on the road: how do you think all the mining equipment that is 2 or more lanes wide gets to the mine site? Im guessing it is not you usual legal width load. They get a permit and an escort and travel when they have permission to. Much the same for targa without the escort (all tho I could not vouch for no escorts (.)(.) being involved in Targa).
