The number wouldn't be listed on your bill as they called you, hence you are not being charged for the call. Your number will show up on their itemised bill, making it possible to track down who is doing it through the phone companies.

Surely you could put your number on the "do not call" register, then you
can complain through ACMA. ACMA have teeth... Companies here in Australia

I have done this with Vodafone and called the cops, The calls never happened again and I received a letter from Vodafone saying if it does happen again to call 1555 and they will alert the police.

It all happened quite easily actually.

i had it happen before too, used to do the same thing. Answer the phone and let them waste their money.

I also have had this experience
I was with Telstra at the time
Telstra asked me to record the date, time and nature of the calls for 2 weeks
then I phoned them back and advised them of the calls so that they could work out the number making the calls
they would not tell me who it was but they contacted the caller and the crank calls stoped
