Default Legal advice required for surrendered mortgage

long story short... my best mate had a rental property, it was rented out for a while but he decided to sell it, so he kicked tenants out when thier lease was up, put house on the market, couldn't sell it, couldn't afford mortgage repayments, ended up having to surrender the house to the bank

this is where it gets funky.....

on surrendering the bank changes the locks on the house within a day, no probs there, they evaluate the house & are obviously not happy with evaluation so decide to replace the flooring in main living area and repaint one of the bedrooms, he gets a bill for $10k for this added to his mortgage, house is re-evaluated & is now worth $15k less than before, he has also been charged for the valuations

i have told him to seek legal advice as this just doesn't sound right to me, can anyone out there recommend a good lawyer to for him to seek advice from?

How exactly does the value go down when improvements are made? I'd imagine it should be going up or staying level.

yeah has has jme and is still unsure, that is why i told him to go see a lawyer, know anyone who can clarify if they are pulling a swifty

yeah i recon griffo, seems the arse has fallen out of the market whilst they fucked around doing the improvements i'm not so sure this is something he should be charged for?

he is also still being charged interest on the loan whilst all this is shit is going on, just doesn't sound right to me, asked my mrs who used to work in BICOS at the NAB and she said to get a lawyer coz it aint right
