The way I would go about this is to leave Cosworthtax out of the list, they brake & wear just like other quality components.
257 cases ( or short block new in box with non heat treated crank )...

You can bolt 2.0l heads onto a 2.5 bottom end, with low comp pistons.
But 2.5l heads on a 2.0l? Think about the different size of the combustion chamber, and thus, the head gasket firing ring,...
