Yea your idea of what overburden is is correct.
I added the seams together when i did the calculations, since it asked overall overburden ratio.

I just attempted the question...
Overburden: 60+40= 100m
Ratio: 100/(1+2)= 33.3333:1
Does that look right? =\
looks kinda simple for a 2 question assignment o.O
