you need to run an independant vacuum line from...
you need to run an independant vacuum line from that point in the pic to your gauge, just to rule out your vacuum line that you have now of any leaks or kinks behind your dash. then see what it reads...

its in the right place so it can read manifold...
its in the right place so it can read manifold vacuum and boost, if its not boosting high enough its probly got something to do witth your boost tee or you have a leak in your boost gauge vacuum line...
