yeah, should be in the lower position at the end...

yeah, should be in the lower position at the end of the downpipe on a bug, now you mention it, isn't it the front one you should be changing (its in the up-pipe) pretty sure that one trims the fuel...

if you hook up a multimeter to it you should be able to see if its working or not before shelling out for a new one, i'm not sure which is the signal wire for the bugeye 4 wire one though
