Sounds like the relay is being overloaded,...

Sounds like the relay is being overloaded, getting hot, and turning off - after 10 or so minutes it cools down and back to normal.

Are they the same pumps as 3 years ago ?

New and bigger pumps...

When you switch it to ignition, do the pumps...

When you switch it to ignition, do the pumps prime?

If they do, then they arnt your issue I'd say.
