Buy a brand new fuel pump. Don't skimp and go second hand.

Most of the items can be sourced from Vision R or Prospeed Racing.

I personally would go for a GD Spec C TMIC, then you can get the correct scoop and shroud to suit. Can get these from JWS, Rising Sun, All things Subaru etc.

Injectors. Get some pinks... Dremel, chop tops. 10 mins.

Take to United Fuel Injection, get them to flow/bench test, (50 bucks, theyll test to about 45-50psi... static rail pressure), new strainer baskets, seal kits from Covs, all DIY.

Walbro drop in tank pump. 20 mins. 140 bucks.

TMIC - as you said, GD Sti or PW will more than suffice for your power level.

VF34 - Sigh... if you must. Remember, the GC boys get more of a rush out of these things, as GC lighter than GD.

Headers. I would say yes. The mid range torque and raspy note is more than enough reason why. And consider theyre cheap, may as well. (Get them jet coated).

I cant remember the rest for now.

You don't even need pink injectors if you wanna chop, just chop your stock injectors.. they flow the same :D

Are you still looking at changing your dump pipe? If so why not spend a little extra and go TS, VF36/37, TS Headers (same price as SS ones), TS Bracket & Dump, Oil pan kit and happy times with enough power and torque to keep you satisfied (for now).

Just a suggestion. :D

Waynes idea might cost a little more, but will get you alot more torque down low.
Probably your best option.

For the price, I would say go STI all the way, PW are way overpriced. D
Doesn't decapping give a big variation in flow rates?
I was told by a fellow that he went through 3 sets of decapped injector's to get a set of 4 with similar flow rates. Just what I was told
