As these are not personalized plates, I'd be surprised if they can be sold or transferred through the DOT. Have you checked the regs in this?

When i bought a motorbike (2005 kawasaki ninja 636) the kawasaki shop gave me a NEVER USED PLATE from there pile of plates to put on brand new bikes that was ***-636 ( normal WA blue plate)
Even tho this plate had never been used ever before i had to jump thru all sorts of hoops for it to go ahead, so i don't think a used plate would be able to be transferred and i think they did mention this to me at the time.

I've seen people selling standard issue plates (something along the lines of [8EB-351]) before, and I've seen people transfer their old yellow #**-### plates to new cars before... it could be possible. Hope you find an answer!

Pretty sure it is do-able. I know a few guys with older cars that have state plates with a meaning.
Guy at work has 1AXB 460. Wanna guess at what the car is?

Possible but not easy.

For as long as I can remember state plates can only be transferred through family or sale of a motor vehicle.

Unless the situation has changed you need a transfer 'mule'

The seller must buy the mule, ( a cheap, licensed car) transfer his plates onto it then sell the whole car to you with the plates you want then you transfer the plates onto your other car, then dispose of the mule.
