Could also be a charging issue. The pump and fuel reg will have been dialed in with the engine running and alternator charging. If the alt wasnt charging correct or other issue resulting in lower voltage, then the pump doesnt pump as hard.

14v normally, then down to 12v is a significant percentage loss.

I'd actually hear the pump cutting in and out but it wasn't enough to make the car surge and sputter. That was in normal driving conditions though and only about 500m from home when it started.
