Those size tyres don't adjust speed readings very much at all which is preferred, but you'll find they are better suited to 17x7.5 rims, and as you said, don't usually meet load requirements.
The 45's adjust speed readings by about 3% which means if your speedo says 60km/h you're actually doing ~62km/h
