Definitely illegal as are proper reflective stick-ons onto slightly smaller than standard size plates...have been done for this before. Basically, no matter how good the made up or stick on plate is and whether it's same size or smaller than standard plates, if it is not issued by the Dept of Transport then it is illegal and you can be fined.
