I am very sure. Possibly they were meant to have been removed after shipping?

They looked like pieces of rubber and sat below the plastic cover. The only thing visible was the hook. I remember lifting the one on the right to see what was under it. I assumed they were there to help control rattling or just to hide the mechanism below.
