Protective Services are Federal Police Officers their role in Perth is to provide security at Commwlth Govt buildings i.e. airports, diplomatic posts, visting dignitaries ( close protection ) and assist other Comwlth agencies such as customs. Their role is very specific and won't work unless asked across any state police service matters, they do not have the power for example to pull you over for speeding, there is a separation of powers. Driving around in red cars well not too sure about that.
