What I don't like is tools in their 1988 Commodore doing burnouts in a suburb - so moronic - they should be reported. And again if someone is driving like a madman then they should also be reported, but if you're driving fast with just you in the car light traffic or no traffic then in my eyes you're not a hoon. As far as the reporting goes, I don't know, but I'm sure the Police wouldn't charge/fine someone just on the say so of 1 or 2 people. It could work in a similar way to which littering works with the Councillers able to report people for chucking stuff out their cars and the Police fining them.
