I generally use dreamweaver. I have found though that tables are your best friend when it comes to image layouts. Also you may need to tinker in the HTML to get it perfect. Take it as an opportunity to learn basic HTML.
I used to use a program called Trellix Website builder, just did some googling to find it, and found that they sold out to Cute (who do really good FTP software) so it's now called Cute site builder. You can get a trial version here

Its quite a nifty piece of software, very easy to use with a point and click interface. However it also, like dreamweaver, allows you to tinker behind the scenes to make small changes.
