20 psi is way too low on normal tyres in a WRX, I'd say it would have caused you to bog down.

Next is diet, anything that doesnt need to be there, take out.

Thirdly, you have the strongest of the 5 speeds, dont be afraid to launch it hard. Ross's clutch's are a good fuse anyhow. You didnt write your 60 foot time but im guessing its not brilliant.

Finally as for shift point, it most certainly wont be 5600rpm... you need to go past your peak point, so when you shift, it falls back to a rpm level near that again. Having now idea how your power chart goes or how hard it "falls over" after peak power, im going to guess around 6300rpm... but thats purely a guess.
