Its a bad photoshop job.
What you do is select the area you want black and white and then 'desaturate' it. To prevent a clear 'line' between the black and white and colour areas from the selection area you 'feather' the selection, however in this case its feathered too much, leaving a fair bit of background in colour still.
Still its a great effect over all, and its now my background
