As the price goes up the percentage differance remains the same but the cents per liter differance increases.

Or it could be similiar to what supermarkets do.
In richer areas items are more expensive than poorer areas. IE go to buy a block of 1kg cheese at Woolworths in Cott / Karrinyup and compare it to woolies Mirrabooka. Mirrabooka's might be slightly cheaper!
