Why not get coilovers??
completely adjustable... and are legal as long as they are set at the right height(which can be simply changed to pass pits, and then put the car on its ass again!)...
You will find it difficult to get your desired height without custom springs
AFAIK... PM Fozzy, he has some well low springs in his Forester..
