Everyone will laugh at this, but flashing high beams at people is illegal in WA. Since the cops were pissed off about people flashing when there was a radar trap ahead, the police have taken the letter of the law of high beams (i.e. must be greater than ~200m away otherwise it is an offence).
Basically it is because people in WA aren't taught how to drive properly and select lanes properly we have these issues.
