No, it's not. You can't turn on rotational idle without anti lag being on also, and vice versa. There are a couple of options for how to turn on anti lag on the G3, but they relate only to if you hold the throttle blade open with a screw or if you are using a solenoid to add extra air to the engine.

That other switch will be for something else, likely launch control, which Link refer to as a form of anti lag as well.

You should disconnect the negative terminal of the battery before performing any work on the electrical system of your car, fault finding obviously excepted. The fact that one of the switches is soldered and the other isn't doesn't really mean anything, but soldering is always a better connection, plugs are just much easier to remove.
