UNDRGND at standard level

i dont as im still trying to find out info about them but the way i imaging it looking is:

look at your rim now sitting on the hub. add the spacer in between (pic on the above web link)and thats how it would look. I think you would be able to see it when staionary. It would push the wheel out to sit just within the guard. So looks wise its legit but saftey and wear and tear wise???
