Essentially yes.
The way I read in to this is that it would be the same as the current yellow sticker scheme. The police officer only has to SUSPECT something is not safe / road legal to issue a sticker...the car can be brand new and stock standard off the showroom floor but it can still be given a sticker.
One would hope that you get an opportunity to defend your good name before having to waste time off work and money to get a certificate saying the car is okay.
Can you imagine how annoyed you would be if you just went through it all and then got pulled over AGAIN?!?!
