Correct, it should be turning on the fog lights. Maybe that was one of the changes they made between 94 and 96??? It's only a simple wire but back then I doubt they were considering people swapping running gear over. You know you could have re-wired the lights directly to the switch/relay in the past 3 days you've been stuffing about with it
