Diluted of course, but most wheel acids off the shelf would probaly be pre-diluted anyways.
Harsh stuff, but really only used for heavily pitted rims, don't breathe in and wear gloves. But those rims mate, if you've tried wheel acid off the shelf, it aint moving.
