Without even looking at the plans, I'm guessing that that despite it being a fibre connection which could deliver nice speeds like, 100Mb/100Mb, Telstra are being dickheads as usual and rate limiting it to 20Mbps/1Mbps (Which is attainable on copper), and ripping you off on data as well.
Piss poor.
