A shim(or big washers may work well) between the caliper and mounting ears would work fine(mild steels ok), I`ve done this sort of thing to caliper mounts before(and seen it done on some factory stuff) and its never a problem with the bolts torqued correctly.

...machining rotors or hats(which are replacable) is a little dodge...
