No. Such a place doesn't exist.
Search rim painting or powdercoating, and then go to your local tyre shop for tyre fitting/rim balancing (I recommend wheels world in Ossy Park).

Edit: In saying that, I'm not 100% sure, but Alliance rim repairs may have the facilities to do the whole lot for you.
