Technically you need it before you drive over the border. You can do it over the phone and dont need to have the paperwork, but you will need the reference number handy if you get pulled up. I have previously called the states which I would have passed through during the journey and they have said it wasnt required for them. Things change though, so if you are considering driving a car back I would give them a ring.
