Best of paying the money and getting one set up properly, the ones available from the Post Office are legal but if your friend has specific criterion that he wants met and becomes incapacitated he will need to ensure he has Enduring Powers of Attorney, Binding Death Nominations in place etc etc.

There are quite a lot of matters that need to be considered.
