I like the engine build idea and the approach Rossco (similar to what i have in mind myself). Though with one reservation - I would go with the closed RS turbo block (EJ20G), if not for future proofing than any thing else. Its a good strong unit that has been proven over and over (obviously along simlar lines to a 207) and IMHO worth the effort of machine time etc.
