Looking for some advice.

Bought a uhf radio of ebay, paid $354 for it via paypal and it hasn't arrived. I tried to contact the seller, he gives me the usual bullshit "should be there, i'll check with PO if not I'll give you your money back". Anyways he hasn't and i've raised a claim with paypal.

The question is, has anyone been in a similar situation? will paypal give me the money back? If so will they charge his credit card? And what happens if the carnt decideds to cancel the card?
