Well, that's an interesting one there. By law you are not supposed to add anything to your windscreen which may interfere with driver's vision, such as dash mounted gauges which sit higher than the bonnet in field of view. The exception is the top 10% of the windscreen area, but most ppl including myself would mount them much lower.
As for Johnson, he is just an embarrassment. Up to the early 80's, the police ministry was one of the most senior of cabinet portfolios, but sadly it has since slipped down to being one of the most junior, hence we just get one clown after another
